Nursery Operation Manual Consultant Plan

Since 2019, the Social Welfare Bureau (SWB) has commissioned the Faculty of Education of the University of Macau to conduct a study on the quality of nursery services in Macao. This initiative is dedicated to formulating the “Nursery Operation Manual” tailored to local situations, in order to support the continuous development of nurseries and the provision of top-notch services.

The “Nursery Operation Manual” focuses on five key areas: administrative management, childcare activities, health and safety, environment and facilities, as well as social collaboration. Within each domain, the manual provides detailed standards, indicators, and practical implementation guidelines. Nurseries in Macao can use the manual as a reference to craft their bespoke “Nursery Operation Manual”, thereby fostering standardized and streamlined management processes while progressively enhancing service quality.

In 2023, 10 subsidized nurseries successfully completed the crafting of their individual operation manuals. By 2024, an additional 15 subsidized nurseries have finished the relevant work. In the future, the SWB will continue to assist other subsidized nurseries in the preparation of their operation manuals, with the overarching objective of continuously improving the quality of nursery services in Macao.
